Board of Supervisors Meeting Recap for February 13, 2024

The Kern County Board of Supervisors met today as scheduled for Tuesday’s February 13, 2024, Board Meeting. Supervisor Phillip Peters (District 1), Supervisor Zack Scrivner (District 2), Supervisor Jeff Flores (District 3), Chairman David Couch (District 4), and Supervisor Leticia Perez (District 5) were in attendance. Meeting Highlights: 

  • Item No. 3 AM session:
  • The Board proclaimed February 2024 as Grand Jury Awareness Month in Kern County.
  • Item No. 8 AM session:
  • The Board heard a presentation from Aging and Adult Services on their Accessible Hazard Alert System (AHAS) to provide emergency alert messages to the hearing impaired and persons with disabilities.

  • Items No. 15 – 16 AM:
  • The Board approved various improvement projects to the Jamison Children’s Center, a haven for local children who have been victimized.
  • Item No. 23 Closed Session:
  • The Board voted unanimously (5-0) to appoint Elsa Martinez as Kern County’s interim chief administrative officer (CAO) effective March 9, 2024, and begin the recruitment process for a permanent CAO by conducting a national search.
  • Ms. Martinez has been serving as Kern County’s Chief Financial Officer for the last 12 years and brings with her more than 20 years of experience working for Kern County.
  • She received a bachelor’s degree in business administration from California State University, Bakersfield, and is a Certified Public Accountant. 
  • Item No. 4 PM session:
  • The Board held a protest hearing for costs incurred for nuisance abatement work in unincorporated Kern County.     
  • This effort supports the enhancement of quality-of-life for Kern County residents. 
  • Item No. 18 PM session:
  • The Board voted to contribute $2,000 to the Delano Chamber of Commerce to support their 13th Annual Crab Feed.
  • Item No. 19 PM session:
  • The Board voted to contribute $500 to the Friends of Mercy Foundation to support programs including outreach efforts and equipment for neonatal intensive care unit.

 The next Regular Board Meetings are scheduled for February 27, 2024, at 9 a.m. and 2 p.m.
